The One Piece Card Game World Championship Finals will take place on March 16th (Day 2 of Worlds), where the 2024 World Champion will be crowned! On March 15th, 32 players fought to keep their dreams alive, but only one will claim the One Piece. The World’s tournament follows the OP09 meta, so don’t be too confused if you see players not including certain cards from OP10, EB02, and OP11 sets.
After intense battles, the Top 4 features two Black Rob Lucci decks, Red Shanks, and Yellow Enel. In the grand finals, China’s Black Rob Lucci will face Japan’s Red Shanks for the championship title, while Europe’s Black Rob Lucci will clash with Hong Kong’s Yellow Enel for third place.
Additionally, at the end of Day 2, we’ll receive updates on Bandai’s plans for card bans/restrictions in the 2025 OPTCG season.

1st Place Black Rob Lucci – China – Abo





















Black Rob Lucci had an amazing showing in the World Championship finals! Taking on Red Shanks in the last match, and going 2-1 against it! This deck is all about field control, using KO effects from cards like Brook, 4-cost Rob Lucci, and 9-cost Kaido to remove the opposing player’s Characters and weaken their offensive turn.
Eventually, your opponent will struggle to keep up with your developments, especially if they fail at keeping their Characters in play. This Black deck’s strength is mainly thanks to 8-cost Gecko Moria, letting you cheat out Characters from the trash, offering value and going wide in one turn.
Gecko Moria can play Rebecca, which in turn can play Spandine that cheats out a 4-cost Rob Lucci to KO a Character.
2nd Place Red Shanks – Japan – Wf
















Red Shanks was so close to winning it all, finishing his run at 1-2 score to Rob Lucci. All three games were extremely close, and we saw some of the best One Piece TCG game play from both players.
Red Shanks is a defensive Leader, reducing the Power of one of the opponent’s attackers by 1,000, making it harder for the opposing player to land a blow and saving you from playing as much Counter resources.
This list is heavy on the control cards, with cards like Marco, Benn.Beckman, Edward Newgate, and Silvers Rayleigh capable of removing one of the opponent’s Characters from play. Otama and Building Snake can reduce the Power of an opponent’s Character, which synergizes with your removal Characters, especially Marco.
Interestingly, this list is running 4 copies of Gum-Gum Fire-Fist Pistol Red Hawk, a Counter event that gives your Leader +4,000 Power and KO’s a 4,000 Power Character. So we can KO a 5,000 Power Character with Red Shank’s effect, and if we used Silvers Rayleigh on the previous turn, we can KO an even higher Power Character.
10-cost Shanks is the late game carry, a 12,000 Power Rush attacker that reduces the Power of all of the opponent’s Characters by 1,000 for as long as he’s in play. Your opponent will find it harder to get their attacks through as long as Shanks is on your side of the field.

5th Place Blue Doflamingo – Enricomaria Rustico
















The Blue Doflamingo deck made 5th place in the World Championship! This deck has been dominating the meta for a while now, but it wasn’t able to grab first place in Worlds, proving that other decks can still go toe-to-toe against Blue Doffy’s aggression.
Using Leader Blue Doflamingo and 4-cost Jinbe, you’re capable of going wide on the field by developing multiple Characters in one turn, lining up a barrage of attacks to pressure the opposing player’s Leader.
4-cost Trafalgar Law and 6-cost Jozu can return a Character to the opponent’s hand, weakening their presence on the field and making it even harder for them to KO your rested Characters. Gravity Blade Raging Tiger can remove two of the opponent’s 6-cost Characters, putting them behind on the game, perfect if you’re against Black Yellow Luffy and need to remove their Sabo from play.
This list is running the 10-cost Kaido, a value card if games are taking too long. There are games where this card might be a brick, but in matchups like Black Yellow Luffy or mirror, a 10-cost Kaido with 12,000 Power can be the powerhouse you need for heavy attacks to get closer to winning the game.

7th Place Black Yellow Luffy – Matsuno
















Black Yellow Luffy finished in the top 8, showcasing its strength in the current meta. This deck excels against Blue Doflamingo and Black Rob Lucci, two of the most popular decks at Worlds.
The deck’s strategy revolves around taking early hits to its Leader, reducing its Life cards to 0 to activate its effect. Once at 0 Life, you can place two adult brothers from your trash into your Life area. Later, their kid versions will bring them into play for free, increasing your Leader’s Power by +2,000 each.
This turns your Leader into a 7,000 or 9,000 Power threat, making it difficult for most opponents to apply pressure with their attacks. The deck’s power is further amplified by 8-cost Gecko Moria, which allows you to bring two kid brothers from your trash, enabling more plays of the adult brothers and continuously increasing your Leader’s Power.
8th Place Red Purple Luffy – Yashamaru














Red Purple Monkey D. Luffy goes far in Worlds, making it into the top 8! This is a 6,000 Power Leader with a ramp effect that activates when you’re at 8 Don or more, enabling you to make stronger plays on earlier turns.
This list has Mr 2 Bon Clay and It’s to Die for as ramp cards, accelerating your strategy by getting you to 8 Don faster, and from there, you can activate your Leader effect to start playing 9-cost Charlotte Linlin and 10-cost Shanks.
The 7-cost Ben.Beckman is there for the mid-game control, trashing a Character with 6,000 Power or less. It can target most of the pesky Characters in this meta, and since it’s trashing a Character, it will bypass KO immunity like 5-cost Sabo.
7-cost Eustass”Captain”Kid, 9-cost Charlotte Linlin, and 10-cost Shanks give you more survivability through their effects. 7-cost Kid deramps 1 Don to give +1,000 Power to your Leader until he end of the opponent’s turn, turning your RP Luffy into a 7,000 Power Leader. 9-cost Charlotte Linlin removes a 6-cost or less Character from play and gives you a Life card. As for Red Shanks, he’s a Rush attacker that also reduces the power of all of the opponent’s Characters, making it harder for them to land a hit on your 6,000 Power Leader.
