Two Black Yellow Luffy made it to the finals of the Hyogo Championship Series! This is one of the hardest decks to pilot correctly in the One Piece card game, and both players gave it their all to win first place.
The first place BY Luffy is running 3 copies of Kingdom Come, a removal card best played when you’re at 1 Life card or less. It’s not a popular addition to Black Yellow Luffy lists, so it’s interesting to see it here. This card is great for removing high-cost Characters that can attack Leader Luffy through the Power boost he gains.
This deck wants to take early hits to start activating Leader Luffy’s effect once it fulls to 0 Life cards. The plan is to place adult brothers in your Life Area and cheat them out on the field through the kid brothers. For each kid brother you activate, your Leader gains +2,000 Power until the end of the opponent’s upcoming turn. This makes it exceptionally hard for opponents to damage your Leader, especially with a 5-cost Sabo blocker in play.
On 10 Don, you’re looking to play Gecko Moria, cheating out two of the kid brothers from the trash and playing out their adult versions. This is the strongest turn for you, developing three Characters and gaining +4,000 Power on Leader Luffy.

The second place Black Yellow Luffy lists runs 4-cost Kuzan and 9-cost Kaido. Kuzan is a great play on turn 2 if you’re going second, drawing you a card and remaining on the field as a cost-reducer. The -4 cost-reduction plays perfectly with 5-cost Monkey D.Luffy’s KO effect.
As for 9-cost Kaido, he’s a late-game removal play, trashing a 7-cost or less Character, which means KO immunity doesn’t work here. You will have to trash a card from your hand to activate Kaido’s effect, however, your opponent will have to choose a card from their hand and trash it as well.
There’s also 1 copy of One-Legged Toy Soldier, which is a +2,000 Counter card and can be used for its cost-reduction effect. The -3 cost reduction allows you to KO higher-cost Characters on the opponent’s side.

Green Bonney makes it into the top 4, having a rough and unlucky game against Black Yellow Luffy and missing out on the finals. The Green deck is great for beating popular decks like Blue Doflamingo and Black Yellow Luffy.
Green Bonney is a stall deck, relying on Leader Bonney, 5-cost Carrot, and 10-cost Donquixote Doflamingo to slow down the opponent’s aggression and take things to the late game. The Fortress game plan with Eustass”Captain”Kid is important to beating certain decks like Blue Doflamingo and Black Yellow Luffy, slowing them down immensely and buying you enough time to create more attacks that get you close to winning the game. The list has 2-cost Killer, a low-cost blocker that synergizes with Eustass”Captain”Kid. You can cheat him out on the field through Eustass”Captain”Kid if you don’t have 2-cost Rosinante.
4 copies of 9-cost Shanks, a control card to KO one of the opponent’s rested Characters, helping you shift the field presence in your favor. He’ll also remain in play as a high-power attacker, a problem for opponents when he attacks.

The popular Blue Doflamingo was just short of making top 8. This deck is dominating the OP09 meta with the new Starter 17 cards. Most lists are adopting an aggressive playstyle, using the Leader effect and Jinbe to cheat out Characters and go for multiple attacks to bleed opponents out of Counter resources. 4-cost Pudding is also a game changer, so opponents have to keep her in mind so they don’t end up losing resources from their hand.
Characters like 4-cost Law and 6-cost Jozu can remove opponents’ Characters from play, weakening the presence on the field and making it more difficult for them to gain control. This list is running one copy of Gravity Raging Blade Tiger, a control Event to place two 6-cost Characters at the bottom of the opponent’s deck, perfect against decks like Black Yellow Luffy and Green Bonney.

The Red Yellow Bello Betty makes it to the top 16 in the Hyogo Championship Series! This is an off-meta aggressive deck that uses {Revolutionary Army} Characters as part of its game plan. The strategy is to play multiple Characters in one turn, using Emporio Ivankov’s ability to do so.
Once you have multiple Characters in play, you can use Leader Bello Betty’s effect to give 3 of your {Revolutionary Army} type Characters or Characters with a Trigger effect +3,000 Power. This turns them into an immediate threat, making it difficult for opponents to Counter most of the attacks, and even if they do, you’re forcing more Counter plays from them.
4-cost Karasu is one of the strongest cards in this list, reducing the Power of the opponent’s Leader or one of their Characters by 1,000. If used on the opponent’s Leader, it’ll be difficult for them to Counter attacks, especially if you have multiple of them, bleed more resources from opponents.
This list has multiple Characters with trigger effects that let you play them on the field without using Don. So whenever your opponents attack Leader Bello Betty, they risk triggering one of those cards, allowing you to play Characters like 3-cost Bello Betty, 4-cost Bartholomew Kuma, 4-cost Lindbergh, and 3-cost Karasu.

Black Smoker finished in the top 16 of the Hyogo Championship Series. This is a control deck that can KO one Character each turn. 5-cost Tashigi is the strongest play in the mid-game, allowing you to shift the game in your favor. The list also has Brook and Koby as low-cost KO options to keep control of the field. They both synergize with Rebecca, letting you cheat them out of the trash. There’s 1 copy of 4-cost Rob Lucci to KO two Characters in one turn and can be used alongside Gecko Moria for added value. Leader Smoker has a built-in cost-reduction effect, but the list has a couple of cost-reducers like Hina and Ice Age, to help you set up your KO effects.
8-cost Gecko Moria is the strongest play in this deck, offering extra value by playing Characters from the trash and developing multiple Characters in one turn. You’ll usually play Rebecca and cheat out Brook or Kobby. However, Rob Lucci is another option to KO two Characters. If there’s no threat to KO, you can play Kuzan or Borsalino through Gecko Moria.
