Howdy! If you’re new to the One Piece card game and working with a tight budget, this guide will help you build a competitive deck without breaking the bank. While some of these decks may not be top-tier, they are excellent for beginners looking to start their collection and participate in local tournaments.

Here are 7 budget f2p decks to pick up in OP09 meta!


1- Blue Purple Vinsmoke Reiju

I’ve removed Black Maria from the list, but if you happen to have her, you should add her! You can remove the 1-cost Kayas for another +2,000 Character to drop the overall price of the deck.

The Purple-Blue Vinsmoke Reiju deck revolves around Vinsmoke Characters like Reiju, Niji, and Ichiji as key cards of its strategy. The lower-cost versions can cheat out their higher-cost counterparts from the Trash or hand but require you to return 1 Don to activate their effects. Returning a Don also triggers your Leader’s effect, allowing you to draw a card for extra value.

The 3-cost Porche sets up an aggressive tempo, playing one of your low-cost Vinsmoke Characters, who in turn cheats out their higher-cost version—developing two Characters in the early game.

8-cost Vinsmoke Judge is the deck’s strongest play, enabling you to flood the field with multiple Vinsmoke Characters. The sheer number of Characters can overwhelm opponents, setting you up for a decisive turn to close out the game.


2- Yellow Kalgara

Yellow Kalgara is one of the best choices for a tier 2 competitive deck. It can match most of the meta decks in OP09, playing aggressively and overwhelming opponents. This list runs 3 copies of 5-cost Ace, so if you want to drop the price of the deck, you can cut it down to two copies.

Using Leader Kalgara’s effect, you can cheat out a {Shandian Warrior], helping you go wider on the field by playing two Characters in one turn. To cheat out a Character, you have to self-damage your Leader, so you need to be mindful not to drop too low. Luckily, the list has Mont Blanc Noland to give your Leader an extra Life card, forcing more attacks from the opponent.


3- Yellow Vegapunk

Vegapunk has managed to win local tournaments here and there and even went far in major tournaments. This Leader has only 2 Life cards, but with his effect you can add an {Egghead} type card to the top of your Life Area, making it harder for opponents to win games.

All of your {Egghead} type cards have a Trigger effect, which means every time your opponent tries to attack, you’ll activate a Trigger that plays into your game plan. Some of those triggers allow you to play the Character, meaning you won’t have to spend Don on some of your developments, creating attackers to pressure the opponent.

9-cost Charlotte Linlin forces opponents to make a tough choice between trashing a Life card or trashing two cards in their hand, dropping them lower on resources.


4- Blue Nami

Blue Nami is a budget-friendly and competitive deck. However, I don’t usually recommend playing Blue Nami if you’re new to the One Piece card game, since the deck plays a completely different strategy than other decks. Instead of trying to damage the opponent’s Leader, this deck focuses on milling itself, dropping to 0 cards in the deck and automatically winning the game.

Blue Nami wants to counter the opponent’s attacks and stall out the game for as long as possible. You want to save up Don for defensive turns to playout your Events, counter attacks, and mill your deck. The longer the game takes, the better and easier for you to win the game.


5- Red Yellow Belo Betty

The Bello Betty Revolutionary Army aggressive deck is one of the most affordable and fun options available. While not a meta-competitive deck, it can surprise opponents with its aggression, especially if you activate an early trigger card.

The plan is to develop multiple Characters and use Leader Bello Betty’s effect to boost the Power of your Characters and for aggressive attacks. Emporio Ivankov lets you play a Revolutionary Army, so it’s a key Character to help go wider on the field.


6- Blue Doflamingo

The Doffy deck went up in price after the new cards and became the best meta deck in OP09. If you have 4-cost Jinbe, you can easily build the deck and play the best competitive deck in OP09.

Blue Doflamingo prefers to go first, aiming to cheat out {The Seven Warlords of the Sea} Characters from the top of the deck. By using 3 Don, you’re essentially playing a 4-cost Character while attacking for 7,000 Power with Leader Doffy.

With Jinbe’s support, you can go wide on the board, applying more pressure through multiple attacks. The deck rarely runs out of resources, thanks to Leader Doffy’s effect and key cards like the 4-cost Edward Weevil, 4-cost Gecko Moria, and 4-cost Boa Hancock. For control, cards like Gum-Gum Red Roc and Gravity Blade Raging Tiger help remove opponent’s Characters from play.

By combining Leader Doffy’s effect with 1-cost Perona, you gain control over which card you’ll cheat out when attacking, allowing you to play the best Character depending on the game state and strategy you go with.


7- Red Monkey.D.Dragon

The OP07 Monkey.D.Dragon Leader is an option if you’re looking for a deck on the low end. This is an aggressive deck that uses Leader’s effect to increase its aggression and force more Counter plays from the opponent. You can easily activate your Revolutionary Army Characters’ effects with the help of Leader sharing attached Don, pumping up the pressure this deck creates.

The list has multiple Rush attackers to keep the pressure on the opponent, going for attacks immediately to damage the opponent’s Leader.
