Howdy! If you’re new to the One Piece card game and working with a tight budget, this guide will help you build a competitive deck without breaking the bank. While these decks may not be top-tier, they are excellent for beginners looking to start their collection and participate in local tournaments.

Red Roronoa Zoro is a fantastic choice for beginners. This deck is straightforward and aggressive, aiming to win games quickly. Zoro’s Leader effect is simple yet powerful, boosting the Power of all your Characters by attaching one Don to Zoro. This deck remains a solid option for learning the game and has found success in East tournaments in the OP08 meta.
2- Blue Purple Vinsmoke Reiju

4xOP06-079
The Blue Purple Reiju deck is budget-friendly, especially if you buy the OP06 box. It focuses on Vinsmoke Family/Germa 66 cards that work well together. This deck is pretty much pre-built, with room for small tweaks with cards like Charlotte Pudding. I didn’t include 6-cost blocker Queen in the list because he’s expensive, but adding 2-3 copies if you have them can enhance the deck.
This deck can be tricky to get the hang of at first, as you’ll be returning Don to activate your cards’ effects. With Leader drawing you a card, you’ll gain more value, and it can be difficult for opponents to run you out of resources.
3- Blue Donquixote Doflamingo

1xOP07-057
Blue Doflamingo is seeing success in OP07 meta and will likely continue to perform in OP08 meta, so you can’t go wrong building this deck. This is a relatively cheap deck to build, with a couple of cards costing $6 that you can cut off if you want for lower-cost cards. Just make sure if you’re cutting a Character to replace it with a {The Seven Warlords of the Sea} type Character.
The Leader Doffy effect lets you play a {The Seven Warlords of the Sea} type Character for less Don, helping you develop your board while going for powerful attacks with your Leader. Kaido is the late game, drawing you 4 cards and putting you ahead in resources.
4- Red Monkey.D.Dragon

The OP07 Monkey.D.Dragon Leader is an option if you’re looking for a deck on the low end. This is an aggressive deck that uses Leader’s effect to increase its aggression and force more Counter plays from the opponent. You can easily activate your Revolutionary Army Characters’ effects with the help of Leader sharing attached Don, pumping up the pressure this deck creates.
This list is running Kid & Killer, which can be a bit pricey, you can cut them from the list and add Roronoa Zoro instead.
5- Red Yellow Belo Betty

4xOP07-015
4xOP04-100
4xOP05-105
4xOP06-101
The Bello Betty Revolutionary Army aggressive deck is one of the most affordable and fun options available. While not a meta-competitive deck, it can surprise opponents with its aggression, especially if you activate an early trigger card.
6- Blue Nami
4xOP01-088
2xOP02-063
4xOP02-066
1xOP03-040
4xOP03-044

4xOP07-041
4xOP07-054
4xOP07-055
4xOP07-057
4xST03-017
Blue Nami is a budget-friendly and competitive deck in the OP07 and OP08 metas. However, I don’t usually recommend playing Blue Nami if you’re new to the One Piece card game, since the deck plays a completely different strategy than other decks. Instead of trying to damage the opponent’s Leader, this deck focuses on milling itself, dropping to 0 cards and automatically winning the game.
