Heya everyone! We’re in the third week of OP12 meta on the SIM, and things have changed a lot compared to the first week. A couple of lists have changed up to adapt the meta, and we saw UP Luffy regaining his popularity, rivaling Green Zoro and Red Rayleigh for the first place.
We also have more data on the 2 billion bounty+ players, which will give us an idea of how the meta looks among the more competitive players on the SIM.
We’ll review the data from this past week and examine how the meta has evolved!
Games and Winrate All Stats

Green Roronoa Zoro















Games: 29493 Win Rate: 51.6%
2B+ — Games: 4264 Win Rate: 52.6%
Favored: UP Luffy, Black Blue Sakazuki, GP Luffy, Black Teach, UP Sanji, Black UY Nami, Yellow Kalgara.
Close Matchup: Red Shanks, Blue Kuzan
Unfavored: Red Rayleigh, Green Bonney, Yellow Enel, Yellow Kid.
Green Roronoa Zoro is still holding to his spot as the most-played deck on the ranked ladder. However, that title is lost among the top 2 billion+ bounty players, where UP Luffy overtakes Green Zoro.
This deck heavily relies on Leader Zoro’s ability to attack twice in one turn, allowing you to attack a rested Character before going for the opponent’s Leader or an 8-cost or more Character. This means we get to control the field while also threatening the opponent’s Life cards. Cards like Kuina and Tashigi enable this strategy, resting an opponent’s Character, attaching Don to Leader, and allowing you to go for your heavy Leader attack.
Luffy Is the Man Who Will Become the King of Pirates!!! is how this deck closes out games, letting you re-stand your Leader for more attacks.
Other Cards to Include




- Hody Jones is a popular inclusion if you’re planning on setting up aggressive turns. Resting 2 Characters or Don can pave the way for your attackers to direct the opponent’s Leader directly, shutting down their defensive strategy.
- Two-Sword Style Rashomon can be used for board control or for its Counter effect to protect your Leader.
- Electrical Luna is a great defensive Event to keep all of the opponent’s 7-cost or less Characters from becoming Active on the opponent’s upcoming turn. This is great against aggressive decks that can go wide on the field, allowing you to ignore board control and stick to your aggressive strategy completely.
- Some lists include 2 copies of Vander Decken IX as a removal option. However, adding Vander Decken IX means you will need more Fish Man type Characters in your deck, so you can add Kawamatsu and Hatchan.



- The East Blue version saw success in the Toronto Regionals, and it quickly rose in popularity on the SIM. This version has Gyukimaru as an aggressor who can rest an opponent’s 6-cost or less Character, making it vulnerable to your opponent’s attack. Rika is a +2,000 Character that can be played to re-stand Gyukimaru to go for an aggressive turn.
Red Silvers Rayleigh

Red Silvers Rayleigh is the second most-played deck on the SIM, and currently, it’s the strongest Red deck to play! Rayleigh, having a favored matchup against Green Zoro, UP Luffy, and GP Luffy, makes him a great pick to counter the current top-played deck.
Silvers Rayleigh is an aggressive deck, relying on developing low-cost Characters and boosting their Power using Leader effect to present a threat. Monkey.D.Luffy is how we set up a wider board, allowing us to cheat out 3-cost Sanji and threatening two 6,000 Power attacks on the upcoming turn.
Roronoa Zoro and Kid & Killer are our aggressive Rush attackers, ensuring we keep putting win conditions on the field, especially in the late-game.
The list is packed with Events to consistently activate your Leader and Monkey.D.Luffy‘s effects. Those Events can be used to Counter opponents’ attacks, but To Never Doubt–That Is Power! and Color of Arms Haki can be played offensively.
Other Cards to Include



- Jinbe is a Rush attacker who can replace Roronoa Zoro. The only downside is that you can’t search for Jinbe since he’s not a Straw Hat Crew.
- Some lists include Brook for the +2,000 Counter and can be played on the field without sacrificing your offensive pressure.
- A lot of lists on the SIM are including a copy of Radical Beam as a Counter Event to protect the Leader in the late game.
Blue Purple Monkey D.Luffy















Games: 22379 Win Rate: 53.3%
2B+ — Games: 5465 Win Rate: 52.6%
Favored: Blue Kuzan, Red Shanks, Blue Black Sakazuki, Black Teach, Yellow Enel, UY Nami, UP Sanji.

Despite the nerf Blue Purple Luffy with the bans on Charlotte Linlin and Charlotte Katakuri the deck skyrocketed in play rate after a while. Players figured out that consistently dropping two big bodies on the board is still a strong play and UP Luffy is now rivaling Green Zoro and Red Rayleigh. When looking at 2B+ Bounty players, UP Luffy is the strongest deck in the format for this week! However, looking at matchup stats, it is struggling against Green Zoro and Red Rayleigh, but beating almost anything else in its path like Shanks, Blue Kuzan, Teach, and Enel
The plan is to get to your Leader effect as early as possible to start going for the 9-cost Sanji play. This deck runs multiple ramp cards like Bon Clay, God Thread, and Gear Two to speed things up, trying to get to your Leader’s effect turn to combo it with your 9-cost Sanji. You’re developing two big bodies in one turn to overwhelm the opposing player. Sanji, along with Characters like 8-cost Luffy or 9-cost Mihawk, can be tough for most decks to remove.
Counter Events like Gum Gum Giant play a massive role in prolonging the game, making sure your opponent can’t win easily, and giving you the additional time you need.

- Doflamingo is a low-cost blocker that lets you re-order the cards at the top of your deck. He helps you find the cards you need earlier and can set up the Sanji combo on Don 9.
- Pudding can cut down on the opponent’s resources if they’re holding onto to many cards. Usually, you’ll rune 1 copy of Pudding in your list.
- Gravity Blade Raging Tiger is a strong removal option for decks that go wide on the field. You can include a copy or two in the list to slow the opponent’s pace.
Red Shanks

2B+ — Games: 1658 Win Rate: 46.1%
Favored: Blue Black Sakazuki, Green Bonney.
Close Matchup: Green Zoro, Red Rayleigh, GP Luffy, Yellow Kid, Blue Kuzan, Yellow Kalgara, Yellow Enel, UP Sanji
Unfavored: Black Teach, UP Luffy.
There are a lot of different lists of Red Shanks on the SIM, so it was a bit hard to pick one to showcase. Many lists on the SIM are including the Shanks for the tank build, dropping high-power bodies on the field to overwhelm the opposing player.
Red Shanks is possibly the best choice if you want to play it safe, having a close matchup against the majority of the meta.
Red Shanks can reduce the Power of one of the opponent’s attackers, making it easier to defend your Leader or rested Characters and prolong the game. The list is heavy on removal cards, using Ben.Beckman and Silvers Rayleigh to remove Characters and weaken the opponent’s board.
The list has multiple late-game options, with Shanks for removal and Shanks for the Rush + Power reduction.
Other Cards to Include




- Edward.Newgate is a control option that gets to continue activating his effect once per turn.
- Marco can pick off low-cost blockers and can even answer high-power Characters with the help of your power reduction cards.
- Luffy and Dragon are more for an aggressive list, using their Rush attacks to keep pressure on the opposing player.
Green Jewelry Bonney

















Games: 18140 Win Rate: 54.6%
2B+ — Games: 2606 Win Rate: 50.1%
Favored: Green Zoro, Red Rayleigh, Blue Kuzan, Yellow Enel, Yellow Kid, UP Sanji, Yellow Kalgara.
Close Matchup: UP Luffy, GP Luffy.
Unfavored: Red Shanks, Blue Black Sakazuki, Black Teach.
Green Bonney continues to beat matchups like Green Zoro and Red Rayleigh, and somewhat keeps up with UP Luffy, although slightly unfavored. Black control decks like Teach, Lucci, and Sakazuki are Bonney’s worst nightmare. Red Shanks is also a tough matchup for Bonney, somewhat keeping her in check, but overall, Bonney has one of the best matchup tables.
Bonney has one of the highest win rates among all players, but that win rate drops a lot at 2B+, mainly because of the popularity of UP Luffy.
This is a stall deck that uses Leader effect to rest one of the opponent’s attackers, slowing down their aggression and buying you more time until your win conditions start dropping. Cards like Urouge and Cavendish are essential for the additional Don you gain, making it easier for you to activate your Leader effect without sacrificing on board development.
8-cost Kid enables the fortress strategy, further pushing for a stall game plan and creating a wall that can be tough for most decks to break through. The newest defensive addition is Dracule Mihawk, giving you a high-power block for basically 4 Don only.
9-cost Shanks and 10-cost Doflamingo are late-game defensive Characters. Shanks KO’s a rested Character, usually played on high-cost win conditions, while Doflamingo keeps 3 of the opponent’s cards rested, preventing them from attacking on the upcoming turn.
10-cost Doflamingo has gained more popularity in Bonney lists because it’s a great shutdown for Green Zoro players, keeping their Leader rested and forcing a 3 Don Event to re-stand him.

- 9-cost Roronoa Zoro is a late-game win condition that can solo win you the game if your opponent doesn’t remove him.
- Not a lot of lists are running Law & Bepo anymore, but it remains a consideration as a late-game stall win condition.
- Some lists include a copy or two of Smoker in their lists, mainly for the 1 Don you can set as Active and the Banish keyword.
Green Purple Monkey D.Luffy
















Games: 12623 Win Rate: 52.1%
2B+ — Games: 1913 Win Rate: 52.2%
Favored: Blue Kuzan, Black Teach, UP Luffy, UP Sanji, Yellow Enel, Yellow Kid, Yellow Kalgara.
Close Matchup: Red Shanks, Green Bonney, Blue Black Sakazuki, UY Nami
Unfavored: Green Zoro, Red Rayleigh.
GP Luffy is sticking among the top 10 most-played decks with a solid overall win rate and 2B+ win rate. This deck lost its popularity compared to the previous meta, mostly because it struggles into Green Zoro and Red Rayeligh, but it has a great matchup table against the other meta decks.
The Green Purple Luffy relies on sheer aggression, using its deramp effect to gain 2 Active Don and +1,000 Power. You can go for heavier attacks or develop more on the field. This effect synergizes with Sanji & Pudding, triggering its ramp effect to gain an Active Don. So, instead of gaining 2 Active Don, you’re now gaining 3 and ramping for one to not fall behind in Don later in the game.
The longer Sanji & Pudding sticks on the field, the more aggression you’re capable of putting on the opponent, especially if you manage to play multiple Sanji & Pudding. 6-cost Luffy is the win condition, going for a Rush attack, and can re-stand himself by returning 2 Active Don and taking a Life Card. It’s a heavy price to pay, but the additional attack can get you closer to winning the game.
Luffy-Tarou is back to being a popular inclusion in this list, allowing you to cheat out 5-cost Sanji & Pudding or 4-cost Zoro to go wider on the field and overwhelm the opposing player.
Since this deck is mostly a glass cannon, it needs tools to prolong games, giving it an extra turn or two to set up the winning play. This is where Events like Gum Gum Jet Gatling and Gum-Gum Giant will come into play, offering a huge Power boost to keep your Leader or a key Character in play.

- Gamma Knife reduces the Power of one of the opponent’s Characters by 5,000. It’s a great answer to break the Fortress Strategy and KO 8-cost Kid.
- Nico Robin is a low-cost blocker to protect you from an attack. Her effect lets you look at the top 3 cards of your deck to add a {Straw Hat Crew} type card to your hand, so you won’t be losing on resources when she’s KO’d.
- Electrical Luna keeps 7-cost or less rested Characters from becoming Active on the upcoming turn, shutting down the opponent’s aggression and buying you more time to win the game.
Black Marshall D.Teach



















Games: 12512 Win Rate: 49.2%
2B+ — Games: 1643 Win Rate: 50.3%
Favored: Red Shanks, Blue Black Sakazuki, Green Bonney, Yellow Enel, Yellow Kid, UY Nami.
Close Matchup: Blue Kuzan.
Unfavored: Green Zoro, Red Rayleigh, GP Luffy, UP Luffy, UP Sanji, Yellow Kalgara.
Teach also dropped a lot in popularity compared to the previous meta, but he still remains relevant and is considered the strongest Black deck in the current format. Teach isn’t having the best time against Green Zoro, and he struggles against the aggression of Red Rayleigh.
You have a couple of removal plays like Doc Q, Black Hole, and 7-cost Teach to keep the board under control. However, when it comes to winning, you’re relying on Jesus Burgess and 10-cost Teach to set up the heavy attacks. Jesus Burgess will gain Power the more cards are in your trash, eventually becoming a heavy hitter, too difficult for most decks to remove.
As for 10-cost Teach, he’s preventing one of the opponent’s Characters from attacking on the upcoming turn and standing firm as a 12,000 Power blocker to halt an attack. Once you line up the winning turn, you can go for a 10c Teach attack to make sure the opposing player can’t Counter your winning turn.
Other Cards to Include



- Laboon reduces the cost of one of the opponent’s Characters by 4, allowing you to remove a high-cost Character through your effects.
- Catarina Devon can gain one of three keywords, depending on the state of the game and what you need from her the most. Blocker, Banish, and Double Attack are all strong keywords.
- Finger Pistol is perfect for KOing a 5-cost or less Character. You can combo it with a cost reduction card to hit higher cost Characters.
Yellow Enel

2B+ — Games: 1145 Win Rate: 50.9%
Favored: Green Zoro, Red Rayleigh, Blue Black Sakazuki.
Close Matchup: Red Shanks, UY Nami, UP Sanji, Yellow Kid.

Enel is holding one of the highest win rates in OP12 meta thanks to the addition of Bartholomew Kuma! The extra Life you’re gaining in the mid-game and another Life card if Kuma is KO’d make it harder for opponents to set up a winning turn. Enel is the perfect anti-meta deck, beating both Green Roronoa Zoro and Red Rayleigh. On the downside, it has a rough matchup against almost anything else, so you’re usually hoping your tournament run is against those two decks.
Yellow Enel’s ability to gain a Life card makes it harder for the opposing player to set up a winning turn. They’re usually planning to develop multiple Characters to barrage you with attacks, but your strategy to starve them and focus down their board can make things difficult for most decks to establish a winning board.
The deck has late-game Characters like Yamato, Ace, and Enel to give you a Life card and help you control the board. You’re developing big bodies that most players can’t deal with and will be forced to ignore them.
Other Cards to Include



- Kuzan can remove a 3-cost or less Character from the field by placing it in the opponent’s Life Area and forcing them to trash a card from their hand. Perfect for removing the likes of Zoro-Juuro, a key card your opponent needs, or a blocker.
- Gum-Gum Fire-Fist Pistol Red Hawk can be used for board control or for its Counter effect to protect your Leader from an attack.
- 7-cost Enel’s Rush attack gives the deck more aggression, and he can be tough to remove as you’re able to sacrifice a Life card to keep him in play.
Blue Kuzan

2B+ — Games: 815 Win Rate: 44.2%
Favored: Yellow Enel, UP Sanji, UY Nami.
Close Matchup: Green Zoro, Red Rayleigh, Black Teach, Red Shanks, Black Blue Sakazuki, Yellow Kid.

Blue Kuzan’s play rate has been dropping alongside its win rate. In the first week of the SIM’s OP12 meta, Blue Kuzan was one of the top 3 most-played decls. However, as players figure out the meta, this deck fell in popularity since it struggles against UP Luffy and Green Bonney and isn’t a direct counter for Green Zoro and Red Rayleigh. Regardless, it has extremely close matchups into multiple of the meta decks, so it remains a competitive deck to play.
In the 2B+ Bounty players, Blue Kuzan has an awful win rate, and that’s mainly because of the popularity of UP Luffy among the top players.
Blue Kuzan is a Navy deck that wants you to trash cards from your hand through Navy cards to trigger your Leader’s effect and draw a card in its place. You’re essentially including cards with strong effects and bypassing the trash drawback to turn it in your favor, filtering your hand for better cards.
The list has multiple control cards like Jozu, Gum Gum Red Roc, and Gravity Blade Raging Tiger to help keep the opponent’s side in check. However, the strongest card in your list is Monkey.D.Garp, allowing you to go wider on the field by cheating out 1 blue {Navy} type Character card with 8000 power or less. This means we get to play the likes of Sakazuki or Aramaki.
6-cost Kuzan slows your opponent’s pace by preventing one of the Characters from attacking on the upcoming turn. He gives you more time to build up your board and eventually overwhelm the opposing player with high-power Characters and even outvaluing them in cards in hand.
Ice Block Pheasant Peck is an insanely strong Event in this deck since you’re not actually losing on card when you trash one from hand. The 4,000 Power boost makes sure your opponent can’t close out the game too easily, buying you enough time to plan the winning turn.

- Maynard is a low-cost Blocker you can play to protect you from an attack.
Blue Yellow Nami

2B+ — Games: 1302 Win Rate: 51.1%

Close Matchup: Red Shanks, GP Luffy, Yellow Enel.

Blue Yellow Nami is seeing more play this week, jumping into the top 10 most-played decks this week. It has a negative overall win rate, but goes up to a 51.1% win rate among the 2B+ Bounty players. Kuma has been a game-changer for Nami players, giving them more survivability and an annoying Character on the field for the opposing player to deal with.
Blue Yellow Nami is a value Leader, drawing you a card whenever a card is removed from you or your opponent’s Life Area. Since we have a lot of draw potential in this deck, we can afford to run the 2-cost Teach for extra Don we gain. Nami can also turn herself into a 7,000 Power Leader during your defensive turn, making it harder for the opposing player to get their attacks through.
This list has multiple high-power win conditions, but we’re mostly relying on the 8-cost Kid to trash the opponent’s Life cards and put them in a vulnerable spot to your attackers.

- Gedatsu can be a massive control play in the early game, KOing an opponent’s Character while also developing a 6,000 Power Character.
- Kouzuki Oden can be tough for opponents to remove, which sets the stage for you to attack twice with him, either to aggro their Leader down or try to KO their rested Characters.
Blue Purple Sanji




















Games: 7028 Win Rate: 44.9%
Blue Purple Sanji is one of the new OP12 Leaders with a unique playstyle, relying heavily on low-cost Events. The deck isn’t doing too well so far, with a low win rate and struggling against Green Zoro and Red Rayleigh.
Sanji can return a don to play a 3-cost or less Event, allowing you to make more plays early in the game. His second effect lets you ramp when you go for the attack, so although you’re returning Don to play events for free, you’re not falling behind in the game.
You’re relying on 3-cost Sanji and 4-cost Reiju to put pressure on the field. Both Characters will gain a power boost for the Events in your Trash. Jozu comes in handy to remove a Character from the field, putting your opponent behind on the board as you focus down their Leader.

- Three Thousand Worlds is a removal option to place a 5-cost or less Character at the bottom of the opponent’s deck.
Yellow Kalgara

















Games: 5724 Win Rate: 51.0%
OP12 brought multiple new cards for Yellow Kalgara to add to the list. 5-cost Kalgara, 6-cost Wyper, and Kuma are all new cards that boost the consistency and strength of this deck. So far, Yellow Kalgara is holding up well in the meta, having a 51.6% win rate. When it comes to the matchup table, it’s not doing well against Green Roronoa Zoro, which is the main deck holding Yellow Kalgara back.
This deck wants to cheat out {Shandian Warrior} type Characters from your hand by paying a Life card as a cost. You’re able to develop two Characters in one turn and start planning aggressive turns.

- Ace is a Rush Character, adding more aggression to your strategy.
Blue Black Sakazuki




















Games: 5411 Win Rate: 44.6%
Sakazuki isn’t holding up too well in the meta, having the lowest win rate among the featured decks in our Meta Report. The loss of cards like Ice Age and Gecko Moria has definitely left a mark on the deck. However, we still saw Sakazuki manage to top a Regional this past week.
Blue Black Sakazuki is a control deck, reducing the cost of the opponent’s Characters to then remove them through cards like Hound Blaze, Lucci, or Jack. Your Leader has a built-in cost reduction effect and a way to filter your hand for better cards, so Blue Sakazuki is considered a “consistent” deck, as you’ll often be able to fix your hand and find the cards you need the most.
Since he’s a 4 Life card Leader, making sure your opponent doesn’t take over the board is a must, as you can easily find yourself getting aggroed down.
Black Vortext has been a popular inclusion among Black decks, letting you answer the Green Roronoa Zoro to shut down the multiple attacks a turn.

- Gravity Blade Raging Tiger can remove two of the opponent’s 6-cost or less Characters. Combined with your Leader effect or cost reduction cards, you can target higher-cost Characters.
Yellow Eustass”Captain”Kid














Games: 4811 Win Rate: 51.0%
The Kid is holding up strong, capable of beating the likes of Green Zoro and Red Rayleigh! However, it’s being outshadowed by Yellow Enel since it loses that matchup.
This deck uses Supernova-type Characters as blockers to protect your Leader or rested Characters, making it harder for the opponent to get their attacks through. 7-cost Trafalgar Law and 8-cost Kid can act as a wall when given the Blocker keyword through your Leader’s effect.
Law and Kuma give you a Life card, adding a protection layer to push the game an extra turn or two until you can win. As for the Kid, he’s perfect for trashing the opponent’s Life card, putting the lower on resources, and making it easier to set up your game-winning attack.

- A couple of lists include Gedatsu for the early removal play.
- Blaze Slice can be played offensively or defensively to rest a 4-cost or less Character.
- Slam Gibson is an answer for high-cost Character while also remaining a Counter event for the power boost.
Black Rob Lucci




















Games: 4795 Win Rate: 48.6%
Another deck that took a popularity drop in the OP12 meta is Black Lucci. This deck was fighting tooth and nail to keep up with Black Teach, but it seems it finally lost the race.
This deck thrives on KOing opponents’ Characters and weakening their upcoming attack turns. Brook, Lucci, and Jack can KO Characters, and with the help of cost-reduction cards like Laboon, Hina, and Tempest Kick, you can target higher-cost threats and bleed opponents out of their win conditions.
This list is running 10-cost Kuzan for the ongoing 5-cost reduction, which will make life easier when controlling the field if Kuzan sticks in play.
Black Yellow Koala
















Games: 3755 Win Rate: 48.4%
Black Yellow Koala has a built-in draw engine whenever you attack the opponent’s Leader. However, you need to have two 8-cost Characters in play to get access to the effect. The list has cards like Hack, Karaksu, and Robin that can increase their cost to 8 and fulfill Koala’s condition.
8-cost Dragon is the win condition in this deck, letting you cheat out 1 Character with a cost of 6 or less from your trash to go wider on the field.

- 8-cost Sabo is a control card to KO a Character with a cost of 5 or less and another with a cost of 3 or less.
Green Yellow Yamato















Games: 3601 Win Rate: 45.5%
Green Yellow Yamato is seeing more play this week, but it has a low overall win rate. This deck relies on Yamato’s Double Attack to aggro opponents down, forcing them to Counter your Leader attack or give up 2 Life cards. Izo giving your Leader the Banish keyword can be brutal for opponent’s, especially if they can’t Counter your attack or have a blocker in play.
Red Green Smoker
















Games: 3420 Win Rate: 49.3%
A major fall for Red Green Smoker, it was a solid anti-meta choice, but with Green Zoro and Red Rayleigh taking over the top 2 spots, RG Smoker is struggling to find its footing. However, the list did get a couple of upgrades with Bonney and Mihawk becoming popular inclusions that add a stronger defensive strategy.
Leader Smoker and the 5-cost Smoker will give you 3 Active Don every turn, setting you up to make stronger plays, which can end up overwhelming the opposing player. You can focus down the opponent’s Leader and have an 8-cost Kid protecting you from getting aggroed down, buying you enough time to win the game.
Hody Jones is there to rest the opponent’s Characters or Don before going for a Rush attack, giving the deck an extremely aggressive turn to raise the temperature on the opposing player. Monkey D.Dragon has become a popular addition to the list, giving the deck an additional late-game Rush attacker to keep the aggression on the opposing player.
Gum Gum Mole Pistol plays a pivotal role in controlling the opponent’s side of the field, especially against GP Luffy, to remove their Sanji & Pudding.
Closing Words
A lot of meta changes this week, most notable is the rise of Blue Purple Luffy again, rivaling Green Zoro and Red Rayleigh. We’ll see how UP Luffy continues to perform and how it’ll affect the rest of the meta, as many decks like RG Smoker have a great matchup into it.
