EB03 Deck Upgrades for OP13 Meta – One Piece Card Game

The EB03 Heroines Edition introduces a wide range of new cards to the One Piece Card Game, including the Red Blue Nefeltari Vivi with its control-oriented playstyle. Many of these new additions have also revitalized older archetypes, enhancing their consistency and helping them carve a stronger place in the OP13 meta.

Today, we’ll explore these decks, revisiting some of the lesser-played archetypes that have gained a boost in power and popularity thanks to the EB03 expansion.

Red Black Sabo has been performing well in the OP13 meta, holding its own against dominant decks like Red Blue Ace and Black Imu. This deck excels at building a powerful board, applying heavy pressure through strong attacks, and maintaining offensive momentum. Thanks to the 8-cost Monkey D. Dragon, it can easily go wide, while Sabo’s blocker form helps buy time until you’re ready for a finishing push.

Two new additions perfectly enhance this strategy: the 4-cost Sabo and the 4-cost Koala. Koala’s +4 cost enables your Leader’s effect, granting a +1,000 Power boost. She also deters opponents from KOing her, as doing so lets you cheat out a 6-cost or lower {Revolutionary Army} Character from your hand, turning a loss into a tempo gain.

The 4-cost Sabo acts as both a blocker and a utility card. Upon being played, he gains +4 cost and lets you take a Life card to attach one Don!! to your Leader or a Character. Losing a Life card isn’t a major drawback here—it actually helps the deck, since dropping to 3 Life removes your Leader’s restriction and unlocks full offensive potential.

For the late game, Rush Dragon and Roger serve as your finishers, giving you explosive turns that can quickly overwhelm your opponent and secure the win.

Blue Yellow Nami is receiving major upgrades in EB03, and it’s poised to become far more competitive. The deck revolves around Nami’s Leader ability, which lets you cycle through cards—gaining resources while trashing those you don’t need—to activate her defensive Power boost. This turns Nami into a 7,000 Power Leader during your opponent’s turn, making her much harder to pressure.

OP12 introduced Kuma, giving the deck a strong mid-game option to recover Life cards and stall effectively. PRB02 later added the 4-cost Marco, a 6,000 Power Blocker that also provides excellent resource value. Now, with EB03’s release, the deck gains even more synergy through cards like Nami, Nico Robin, and Will You Be My Servant?, each complementing Nami’s control and resource-focused strategy.

The 5-cost Nami forces your opponent to take a Life card, pushing them closer to defeat while triggering your Leader’s draw effect. If your opponent KOs her, you can immediately play a 6,000 Power or lower Character from your hand, keeping your board presence intact.

Nico Robin strengthens the deck’s Life manipulation theme by trashing your top Life card and replacing it with two from the top of your deck. Most opponents will hesitate to KO her, as doing so costs them a Life card.

Finally, the 8-cost Kid continues this Life-trashing pressure, steadily lowering your opponent’s Life total without relying solely on attacks. This forces them into dangerous territory, where one or two big swings can end the game if they run out of blockers or counter options.

Red Black Koby grants pseudo-Rush to Sword-type Characters, allowing them to attack opposing Characters the turn they’re played. This gives the deck strong board control by applying immediate offensive pressure and forcing opponents to spend counter resources early. Koby also protects Navy-type Characters with 7,000 base Power or less from being removed by opponent effects, keeping key cards like Hibari, Koby, and Helmeppo safe on the field.

Hibari is excellent for mid-game control, enabling attacks on Active Characters while reducing their Power by 1,000. Meanwhile, Kujyaku provides valuable defense—her effect gives your Sword-type Characters with a cost of 6 or less a +2,000 Power boost during the opponent’s turn, making them much harder to remove. Her On Play effect also lets you trash a Navy-type card to draw 2 cards, improving your hand advantage.

Helmeppo serves as one of your strongest mid-game plays, allowing you to cheat out the 8-cost Koby from your trash for one turn. This lets you use Koby’s 9,000 Power to dominate the board while also granting your Leader a +1,000 Power boost until the end of your opponent’s turn.

The Purple Yellow Donquixote Rosinante deck is getting a new addition with Trafalgar Law, joining its lineup of Trafalgar Law support cards. Since Donquixote Rosinante relies heavily on Trafalgar Law synergy, it’s best to include as many Law cards as possible. Your Leader’s ability prevents a Trafalgar Law from being KO’d by taking one of your Life cards and adding it to your hand. While this lowers your Life count, it helps maintain your field presence and keeps pressure on the opponent.

Rosinante’s Activate: Main effect reduces the cost of a 4-cost or higher Trafalgar Law by 2, allowing you to play your Laws a turn earlier and even deploy multiple Characters in one turn.

Trafalgar Law may seem underwhelming at first with 6,000 Power for 8 cost, but its Activate: Main effect is where it shines. By trashing a card from your hand, Trafalgar Law gains a Life card and lets you cheat out a 7-cost or lower Trafalgar Law from your hand. Essentially, you get a free attack, recover a Life card, and replace Trafalgar Law with a stronger Law on the field.

You can use this effect to play powerful options like Trafalgar Law and Trafalgar Law, making Trafalgar Law an explosive mid-game enabler for Rosinante decks.

Purple Yellow Pudding gained a major boost in her mid-game thanks to Charlotte Pudding, which lets you cheat out one of your 8-cost Katakuris a turn earlier while developing another Character. This increases your field presence and forces opponents to focus on controlling the board rather than rushing down Leader Pudding.

OP13 also introduced Kouzuki Hiyori, a Blocker that adds an extra Life card. Since Pudding was always vulnerable to aggro, Kouzuki Hiyori perfectly helps stall the game until your late-game win conditions.

Charlotte Smoothie is one of the new EB03 additions—a +2,000 Counter card that can also be played to KO a 2-cost or lower Blocker, clearing the way for your stronger attackers to target the opponent’s Leader.

Your 10-cost Big Moms serve as the late-game win conditions, restoring one of your Life cards while trashing an opponent’s. This shifts the game in your favor and often buys you the extra turn needed to close out the match.

Green Yellow Yamato can go for aggressive Double Attacks to threaten 2 Life cards, forcing counter resources from the opposing player. Yamato is a 6,000 Power Character that enables a heavy attack with your Leader by attaching 3 rested Don. Your opponent won’t be too thrilled to KO Yamato, as they will be trashing a Life card when she’s KO’d.

Uta generates value the longer she stays in play, giving you an Active Don and resting an opponent’s Don or a 4-cost or less Character. At the end of your turn, Uta lets you rest a Don to set up one of your FILM type Characters as Active, which can be useful with the 6-cost Law to use him offensively and still have him as a blocker.


Closing Words

There are a lot of decks that benefited from the EB03 release, and hopefully, we’ll get to see them shine in locals and major tournaments. For the time being, Red Black Sabo and Blue Yellow Nami have potential in the OP13 meta. Sabo is already winning tournaments and is on his way to claiming tier 1 status!
