Heya everyone! I waited a bit until things settled down in terms of meta and SIM stats! We’re taking a look at the top performers, new decks climbing in the meta, and those barely hanging on, trying to remain relevant in OP11.
Blue Purple Luffy skyrocketed in play rate in the West meta, but Green Purple Luffy is still tailing it, and we’re left wondering, which deck is the better performer? The Starter cards gave multiple archetypes a boost in performance, as we’re now seeing decks like Blue Buggy and Black Purple Luffy at the top of the meta.
We’ll review the data from this past week and examine how the meta has evolved. I’ll also take into consideration the 1 Billion+ Bounty rank, so we can do a bit of a comparison between all and higher ranks.

Blue Purple Luffy is currently the most-played deck in the OP11 format, so if you’re going into a tournament, this is the number 1 deck to keep an eye out for. Since the meta is actively trying to counter it, it doesn’t have a crazy high win rate, but don’t let the mediocre win rate fool you, this deck is currently the strongest in the meta! Its win rate drops in the higher ranks, proving that there are counters for Blue Purple Luffy, keeping it under control.
It doesn’t run out of resources easily thanks to the Leader’s search effect, and on top of that, they have Counter Events to protect their Leader and keep stretching out the game.
This deck runs multiple ramp cards to speed things up, trying to get to your Leader’s effect turn to combo it with your 9-cost Sanji. You’re developing two big bodies in one turn to overwhelm the opposing player. Sanji, along with Characters like Charlotte Linlin or Luffy, can be tough for most decks to remove.
Charlotte Katakuri and Charlotte Linlin help stretch out the game, making it harder for the opposing player to set up a winning turn, and eventually, they’ll run out of steam to go through your blockers and present a lethal attack.

- 1-cost is Nami is a searchable +2,000 Counter and can be played to return a low-cost blocker to the opponent’s hand.
- Doflamingo is a low-cost blocker that lets you re-order the cards at the top of your deck. He helps you find the cards you need earlier and can set up the Sanji combo on Don 9.
- 8-cost Luffy is a popular inclusion in UP Luffy, usually a copy or two. He goes for a Rush attack and can return a 4-cost or less Character to the opponent’s hand.
- 9-cost Mihawk is usually a 1 off in some lists. You can cheat him out through 9-cost Sanji to remove a 7-cost or less Character while remaining as a heavy hitter.

Green Purple Luffy is the second-most played deck on the ranked SIM. In EB02, GP Luffy was crushing the meta, but since OP11 dropped, it lost its place as the number 1 deck to UP Luffy, but continues to hold a great spot.
The Green Purple Luffy relies on sheer aggression, using its deramp effect to gain 2 Active Don and +1,000 Power. You can go for heavier attacks or develop more on the field. This effect synergizes with Sanji & Pudding, triggering its ramp effect to gain an Active Don. So, instead of gaining 2 Active Don, you’re now gaining 3 and ramping for one to not fall behind in Don later in the game.
The longer Sanji & Pudding sticks on the field, the more aggression you’re capable of putting on the opponent, especially if you manage to play multiple Sanji & Pudding. 6-cost Luffy is the win condition, going for a Rush attack and can re-stand himself by returning 2 Active Don and taking a Life Card. It’s a heavy price to pay, but the additional attack can get you closer to winning the game.
Luffy-Tarou is back to being a popular inclusion in this list, allowing you to cheat out 5-cost Sanji & Pudding or 4-cost Zoro to go wider on the field and overwhelm the opposing player.
Since this deck is mostly a glass cannon, it needs tools to prolong games, giving it an extra turn or two to set up the winning play. This is where Events like Gum Gum Jet Gatling and Gum-Gum Giant will come into play, offering a huge Power boost to keep your Leader or a key Character in play. The most frustrating card to play against is none other than Electrical Luna, preventing all of the opponent’s Characters with a cost of 7 or less from becoming Active on the upcoming turn. Electrical Luna allows you to ignore board control and focus solely on aggroing down the opponent’s Leader.

- Gamma Knife reduces the Power of one of the opponent’s Characters by 5,000. It’s a great answer to break the Fortress Strategy and KO 8-cost Kid.
- Nico Robin is a low-cost blocker to protect you from an attack. Her effect lets you look at the top 3 cards of your deck to add a {Straw Hat Crew} type card to your hand, so you won’t be losing on resources when she’s KO’d.
- Only one list was running Radio Knife, it’s a control card to rest an opponent’s 6-cost or less Character and KO a rested 5-cost or less Character.
Black Purple Luffy

With the release of Starter 26 cards, players have added Tony Tony Chopper, Nico Robin, and Luffy to their lists, giving the Black Purple Luffy a huge surge in popularity and better overall performance.
When you return 2 Don or more, Black Purple Luffy ramps you for 1 Active and 1 rested Don. This allows you to play Characters with strong effects while ignoring the de-ramp drawback. 3-cost Zoro and 3-cost Nico Robin are early ramp cards, speeding up your game plan to play higher-cost Characters a turn earlier.
ST26 Luffy is the MVP of the deck, giving your Leader a +2,000 Power boost that sticks on your defensive turn. This allows you to go for heavier attacks and makes it harder for the opposing player to get their attacks through. 5-cost and 7-cost Sanji are there to help control the mid-game.
EB02 Luffy acts as an aggressor, attacking twice in one turn to pressure the opponent and force them to have answers or risk losing the game. Players are divided on the 9-cost Luffy, with some lists cutting him out entirely and relying on 6-cost Luffy as the finisher.

- 10-cost Luffy can be a late-game win condition, giving you an additional turn to go for another round of attacks with 10-cost Luffy and your Leader.
- 8-cost Luffy is a popular inclusion in this deck, acting as a wall to protect your Leader and still capable of attacking without sacrificing defence thanks to his re-stand effect.
Black Marshall D.Teach

Black Teach needs a tiny push to get to that 50% win rate mark. The new 7-cost Teach has been a popular addition in the deck, and many lists are also including the 6-cost Kuzan. Matchup knowledge is crucial to piloting this deck, so it makes sense that we see the win rate rise when more skilled players pilot it.
You have a couple of removal plays like Doc Q, Finger Pistol, Black Hole, and 7-cost Teach to keep the board under control. However, when it comes to winning, you’re relying on Jesus Burgess and 10-cost Teach to set up the heavy attacks. Jesus Burgess will gain Power the more cards are in your trash, eventually becoming a heavy hitter, too difficult for most decks to remove.
As for 10-cost Teach, he’s preventing one of the opponent’s Characters from attacking on the upcoming turn and standing firm as a 12,000 Power blocker to halt an attack. Once you line up the winning turn, you can go for a 10c Teach attack to make sure the opposing player can’t Counter your winning turn.

- Laboon reduces the cost of one of the opponent’s Characters by 4, allowing you to remove a high-cost Character through your effects.
- Catarina Devon can gain one of three keywords, depending on the state of the game and what you need from her the most. Blocker, Banish, and Double Attack are all strong keywords.
- 6-cost Liberation is a strong control card if your opponent is winning the field. It can KO two Characters with a base cost of 6 and 4. Cost reduction cards will not be useful when you’re going for the Liberation play.
- A lot of lists include two copies of 6-cost Kuzan. He’s a 6,000 Power Blocker that, when KO’d, lets you choose a 5-cost or less {Blackbeard Pirates} Character from your trash to cheat out on the field rested. You’re usually going for the Jesus Burgess.
Red Yellow Belo Betty

Red Yellow Belo Betty is beating both Blue Purple and Green Purple Luffy, making it one of the best anti-meta decks to play in a tournament. She does have rough matchups, like Blue Buggy and Green Bonney, which can be tough to beat. Right now, Belo Betty has the highest win rate on the ranked SIM, mostly because she’s farming the top 2 most-played decks.
This is an aggressive Revolutionary Army deck that wants to develop multiple bodies on the field and boost their Power using the Leader effect. Emporio Ivankov enables the go wide strategy, with Karasu reducing the Power of the opponent’s Leader and forcing them to use more Counter cards to protect their Life cards.

- One list with a high-win rate is running 6-cost Sabo as a control card that can KO two low-power blockers. You can also combine it with your Power reduction cards to KO a higher-power Character.
- 7-cost Sabo can be used to add more Life cards, making it harder for the opposing player to win the game. You can also place a card with a Trigger effect in your Life Area.
- Emporio Energy Hormone is a Counter card that gives you a +3,000 Power boost while allowing you to cheat out a 5,000 Power {Revolutionary Army} type Character from your hand. It has a strong Trigger effect to go wide on the field by cheating out a 5,000 Power {Revolutionary Army} type Character from your hand.
Blue Buggy

The Starter 25 deck gave Blue Buggy a massive performance boost, giving the deck a better overall strategy to go wider on the field and set up for your 10-cost Buggy play.
Using your Leader effect, you can start cheating out high-cost Characters as early as turn 3, playing Characters like 7-cost Crocodile, 7-cost Buggy, and 8-cost Crocodile & Mihawk to go wide on the field by cheating out a Character through their effects. The plan is to have 4 Characters with a cost of 5 or more in play when you go for the 10-cost Buggy, allowing you to choose an opponent’s Character to place at the bottom of their deck and getting to keep 10c Buggy in play as a high-power attacker.
Since Alvida and Mohji can increase their cost by 1, they become a 5-cost Character, perfect to fulfill the 10-cost Buggy condition.
Other Cards to Include


- Since you’re trashing a lot of cards with this deck, Sanji’s Pilaf can be useful to get more draws. It shines the most if it’s in your Life Area and you can activate its trigger effect.
- Love-Love Mellow gives a +4,000 Power boost to your Leader or one of your Characters, and if you have 3 cards or less in your hand, you get to draw a card. It’s a great Counter event to protect you in the late-game and add a card to your hand.
Red Green Smoker

Red Green Smoker was having a rough time in EB02 meta, but since OP11 dropped, it has slowly been gaining traction to the point it became a solid anti-meta choice. Its ability to beat GP Luffy, BP Luffy and can keep up with the Blue Purple makes it a strong choice in OP11. On the downside, it has a rough time against Belo Betty.
Leader Smoker and the 5-cost Smoker will give you 3 Active Don every turn, setting you up to make stronger plays, which can end up overwhelming the opposing player. You can focus down the opponent’s Leader and have an 8-cost Kid protecting you from getting aggroed down, buying you enough time to win the game.
Hody Jones is there to rest the opponent’s Characters or Don before going for a Rush attack, giving the deck an extremely aggressive turn to raise the temperature on the opposing player. Monkey D.Dragon has become a popular addition to the list, giving the deck an additional late-game Rush attacker to keep the aggression on the opposing player.
Gum Gum Mole Pistol plays a pivotal role in controlling the opponent’s side of the field, especially against GP Luffy, to remove their Sanji & Pudding.

- 5-cost Luffy is a Rush attacker that can attach a rested to your Leader or a Character. The longer Luffy sticks on the field, the more value you’re generating from him.
Green Jewelry Bonney

The Green Bonney deck is standing strong in the meta, capable of taking on multiple top meta decks like the popular Green Purple Luffy, Blue Buggy, and Belo Betty. This is a stall deck that uses Leader effect to rest one of the opponent’s attackers, slowing down their aggression and buying you more time until your win conditions start dropping. However, Bonney has a rough time against Black decks, so Teach and Lucci aren’t great matchups for her.
8-cost Kid enables the fortress strategy, further pushing for a stall game plan and creating a wall that can be tough for most decks to break through. 10-cost Doflamgino is right there to help out Kid in keeping that wall up, keeping 3 of the opponent’s Characters rested and slowing their upcoming turn immensely.
Starter 24 deck gave players new cards like 2-cost Bege, 2-cost Kid & Killer, and 10-cost Law & Bepo to add to the list. Law & Bepo adds to your defensive strategy, resting an opponent’s Character and keeping it from becoming Active if they have 2 rested Characters in play.
Most lists are divided between the 10-cost Doflamingo and the 9-cost Shanks, with one side favoring Doflamingo’s 3 attacker shut down for one turn, while the other favors Shanks’ KO effect to shift the field presence in your favor. Both Characters are popular, and it comes down to player preference.
Other Cards to Include



- 9-cost Shanks can KO a rested Character regardless of its cost or power. Shanks is perfect to remove a high-power Character that you usually can’t KO through attacks.
- 9-cost Roronoa Zoro is a late-game win condition that can solo win you the game if your opponent doesn’t remove him.
- X.Drake is a +2,000 Counter who can rest an opponent’s 5-cost or less Character and gives you an Active Don at the end of your turn. He has a strong effect, so he’s not limited to being a searchable 2k counter.
Green Yellow Yamato

Green Yellow Yamato is another deck that received new cards, which gave it an overall better performance. This deck thrives on its Leader’s Double Attack keyword, trying to pressure the opponent’s Life cards whenever possible and forcing them to use their Counter cards. GY Yamato can attach 2 rested Dons to one of your Characters, enabling you to go for heavier swings to force more Counter plays.
6-cost Kouzuki Momonosuke gives this deck a more aggressive mid-game, boosting your Leader’s Power by +1,000 Power and going for a Rush attack, trying to pressure the opposing player.
Hody Jones is this deck’s strongest play, letting you rest two of the opponent’s Characters and Don and going for a Rush attack. It’s perfect if your opponent is relying on blockers to shut down your Leader’s attack or if they need the Active Don to play Counter Events.

- O-Nami is a popular card in this deck, giving your Leader the Banish keyword to force your opponent to use the Counter cards or trash 2 Life cards. If she’s in your Life Area, you can use her Trigger effect to KO a 5-cost or less Character.
- Tonoyasu can be trashed to give your Leader or a Character a +3,000 Power, enabling a stronger attack to make sure it goes through.
- Electrical Luna is a defensive event, preventing all of your opponent’s 7-cost or less characters from becoming Active. It’s a perfect play to buy you time until you can set up the winning turn.
- Denjiro’s Trigger effect makes him worth including in the list, as you’re able to cheat out a Character to set up an extremely aggressive turn. With your Leader Yamato’s effect, you can attach 2 Don to Denjiro, preventing the opposing player from KOing him through effects.
Purple Monkey D.Luffy

Purple Monkey D.Luffy is a ramp deck using Leader effect to take a Life card and gain 1 Active Don. This allows you to play higher-cost Characters a turn earlier, enabling a stronger field presence. 7-cost Luffy-Tarou lets you cheat out the likes of Zoro-Juurou or San-Gorou, creating a wider field presence and forcing the opposing player to take a defensive approach to the game.
You usually want to play 9-cost Luffy as early as possible, gaining a card draw and putting the 10,000 Power to use with his Rush attack. Most lists have dropped the 9-cost Linlin for Charlotte Katakuri, an 8-cost Blocker who can protect you from an attack, and thanks to his re-stand effect, he can be used offensively and remain a blocker during your defensive turn.

- 4-cost Trafalgar Law is great if your opponent is holding on 7 cards or more, trashing 2 of them when he’s played, and acting as a blocker to protect you from an attack.
- 9-cost Linlin is a consideration to add, capable of removing a 6-cost from the field and giving you a Life card, making it harder for the opponent to set up a winning turn.
Green Yellow Law

Green Yellow Law got a couple of new tools in OP11! Capone Bege can punish your opponent from using a removal effect on your Suerpnova Characters, by placing that Character in your Life cards instead of your trash.
GY Law is a tough deck to pilot correctly, as you have different lines to make each turn and the ability to go wide on the field and start pressuring your opponent. Using your Leader effect, you can cheat out 5-cost Supernova Characters from your Life Area, you are dropping lower on Life cards, but winning the field presence and putting your opponent behind in the game will be worth it.
With 8-cost Kid in the list, you can set up the fortress strategy, protecting your Leader and prolonging the game until you can set up your winning attack.

- 5-cost Law can be a 1 or 2 copies in this deck, setting one of your 5-cost Supernova Characters as Active to go for a second attack. Usually, he’s best comboed with Cavendish for extra Don.
- Room is a Counter event that sets one of your Characters as active. It can be used to prevent your opponent from attacking a Character or to re-stand a 5-cost blocker Law to block an attack.
Red Shanks

















Games: 5971 Win Rate: 49%
2B+ — Games: 516 Win Rate: 46.7%
Red Shanks saw a huge drop in popularity and performance in OP11 meta. This deck was the second most-played in EB02, rivaling GP Luffy, but it has been struggling to hit a 50% win rate since the meta shifted.
Red Shanks can reduce the Power of one of the opponent’s attackers, making it easier to defend your Leader or rested Characters and prolong the game. The list is heavy on removal cards, using Ben.Beckman and Silvers Rayleigh to remove Characters and weaken the opponent’s board. 4-cost Ben Beckman is a new card in this list, aiming to KO 3-cost Zoro Juuro or Bon Clay.
This list drops the OP09 10-cost Shanks for the OP06 Shanks, aiming to KO high Power Characters, mainly to have a better performance against the popular Blue Purple Luffy.
Black Rob Lucci


















Games: 5549 Win Rate: 49.1%
2B+ — Games: 1090 Win Rate: 48.3%
Another deck that took a huge fall in the OP11 meta is Black Lucci. This deck was fighting tooth and nail to keep up with Black Teach, but it seems it finally lost the race.
This deck thrives on KOing opponents’ Characters and weakening their upcoming attack turns. Brook, Lucci, and Jack can KO Characters, and with the help of cost-reduction cards like Laboon, Hina, and Tempest Kick, you can target higher-cost threats and bleed opponents out of their win conditions.
This list is running 10-cost Kuzan for the ongoing 5-cost reduction, which will make life easier when controlling the field if Kuzan sticks in play.

- 8-cost Sabo is seeing play again in a couple of lists, trying to control decks that go wide on the field.
- Kaido trashes a 7-cost or less Character and forces the opposing player to trash a card from their hand.
Red Roronoa Zoro

















Games: 5541 Win Rate: 54.1%
2B+ — Games: 1458 Win Rate: 51.9%
Red Roronoa Zoro remains low in play rate but holds one of the highest win rates among the top decks. The aggressive deck has a good matchup against multiple meta decks, making it a good consideration to bring as an anti-meta choice.
This is an aggressive deck trying to go wide on the field with the help of Just Shut up and Come with Us and OP08 Tony Tony Chopper, allowing you to go for multiple attacks to drop your opponent low on Life cards. 3-cost Zoro and 5-cost Kid & Killer keep the aggression coming with their Rush attack.
The usual plan is to drop your opponent to 0 Life cards and set up the finisher to close out the game.

- 5-cost Luffy is a Rush attacker that can attach a rested to your Leader or a Character. The longer Luffy sticks on the field, the more value you’re generating from him.
- Monkey D.Dragon is a high-power Rush attacker that boosts the Power of another attacker by attaching 2 rested Don to it.
Blue Yellow Nami

2B+ — Games: 481 Win Rate: 40.7%
Blue Yellow Nami is having a rough time on the ranked ladder, having the lowest win rate among the top meta decks. That win rate drops even more in the higher ranks.
Blue Yellow Nami is a value Leader, drawing you a card whenever a card is removed from you or your opponent’s Life Area. Since we have a lot of draw potential in this deck, we can afford to run the 2-cost Teach for extra Don we gain. Nami can also turn herself into a 7,000 Power Leader during your defensive turn, making it harder for the opposing player to get their attacks through.
This list has multiple high-power win conditions, but we’re mostly relying on the 8-cost Kid to trash the opponent’s Life cards and put them in a vulnerable spot to your attackers.

- 6-cost Linlin forces the opponent to choose one of two tough choices, either trash 2 cards from their hand or trash a Life card, both aimed at putting them behind in value.
Blue Purple Reiju















Games: 4072 Win Rate: 51.8%
2B+ — Games: 647 Win Rate: 50.2%
Blue Purple Reiju uses Porche to set up an aggressive early start, developing either 2-cost Reiju or 4-cost Ichiji and cheating out their higher-cost versions. You don’t easily run out of resources in this deck thanks to your Leader effect and 4-cost Reiju, keeping the engine running with their draw effects.
Ichiji is the main aggressor, the 7,000 Power Rush attacker + the cost reduction effect can be tough for opponents to deal with, especially early into the game.
Blue Red Marco

Red Blue Marco has been holding strong in OP11 meta, and it seems he’s crushing it in the higher ranks! The deck has a good matchup against the popular UP Luffy, GP Luffy, and BP Luffy. It can also beat the likes of Green Bonney, PLuffy, and RG Smoker.
Red Blue Marco Zoo version plays more aggressively, using Emporio Ivankov, OP08 Chopper, Just Shut Up and Come with Us, and 9-cost Sanji to go wide on the field and pressure the opposing player.
This deck can control the field with the help of Marco’s Power reduction effect, making it easier to attack rested Characters or use your removal cards like Newgate, Benn.Beckman, Silvers Rayleigh, or Gum Gum Mole Pistol.

Closing Words
I wasn’t a huge fan of the East’s OP11 meta, but with the introduction of the new starter decks, it definitely shook things up for the West meta. Although UP Luffy and GP Luffy remain the dominant force, we saw a rise in Blue Buggy, BP Luffy, GY Law, and GY Yamato, giving us more options to choose from and a more versatile meta.
