Heya everyone! We’re breaking down the Top 8 from the Pro-Play Games Online Regional held October 11–12, 2025 (1,019 players). The event delivered a ton of high-stakes matches and a few surprises. Some hyped strategies underperformed (Green Zoro), while a handful of refined lists rose to the occasion (Green Bonney). We also saw a couple of underdogs make it far into this tournament, proving that you can still go far with less-played decks.
Let’s dive into the Top 8 and what their builds tell us about the current OP13 meta. I’ll also share bonus underdog decks that went far in this weekend’s Regionals.
Pro-Play Games Online (1019 Players)
1st Place UP Luffy – Yonas
















Blue Purple Monkey D.Luffy is back to its glory, proving that the bans on Charlotte Katakuri and Linlin aren’t enough to kick it out of the meta. This deck relies on ramp cards to speed up its strategy, aiming for its 9-cost Sanji combo with Leader effect to cheat out another high-cost Character like Mihawk or 9-cost Luffy and start overwhelming the opposing player.
This deck has a consistent strategy, and with its control cards, it can slow down the opposing player’s pace, buying it enough time until it can set up a winning turn. The list has multiple Counter cards, which make it even harder for the opponent to plan a finishing blow. Gum Gum Giant has been carrying the defensive capabilities of this deck, especially with its draw effect to add more resources to the player’s hand.
UP Luffy isn’t heavily beating the meta decks, but it has a great shot against most decks. Green Roronoa Zoro, Green Bonney, RG Smoker, Red Shanks, and Blue Yellow Nami are all good matchups for UP Luffy to go up against. GP Luffy and Red Silvers Rayleigh are two decks UP Luffy struggles against.
2nd Place Green Bonney – Tyler T
















Green Jewelry Bonney is having a field day in PRB02 meta, beating the likes of GP Luffy, Green Zoro, Red Silvers Rayleigh, and Blue Yellow Nami. However, the deck struggles into UP Luffy, RG Smoker, Red Shanks, and Black Teach.
We saw a lot of success for Green Bonney this weekend, taking multiple spots in the top 8 and cementing itself as the deck to watch out for in OPTCG.
This deck thrives on stalling out the game, using Leader effect to rest an opponent’s attacker and removing it from the equation. This helps you prolong the game without heavily relying on Counter cards to protect your Life cards or rested Characters. Cards like Carrot and Doflamingo also play a role in keeping things rested, slowing down the opponent’s offensive turn. Interestingly, the second place is running Pedro, a Blocker that can KO a 6-cost or less rested Characters, perfect for weakening the opponent’s mid-game, especially against Green Zoro, RG Smoker, or GP Luffy.
Hody Jones is your aggressor, resting two of the opponent’s Characters or Don before going for a Rush attack. This is a strong play if your opponent is relying on blockers or Active Don to protect their Leader’s Life cards, weakening their defensive strategy and enabling you to plan a finishing play.
3rd Place UP Luffy – Gary


















Another standard UP Luffy list made top 4 in the PPG Regionals. Compared to the first place list, it has an additional copy of Donquixote Rosinante and 1 Gum Gum Red Roc as an answer for high-cost Characters, while cutting down 1 copy of Zoro-Juurou and 9-cost Luffy.
4th Place Green Bonney – Endpoint


















Green Bonney took the last spot in the top 4, but this list looks a bit different than the second-place one. It’s also running the 4-cost Pedro as a defensive play that lets you control the opponent’s field, but it cuts out 10-cost Doflamingo entirely and goes for 3 copies of 9-cost Roronoa Zoro.
Roronoa Zoro is extremely strong against UP Luffy if they don’t have Gum Gum Red Roc, letting you set up a 3-attack turn to overwhelm them, breaking through their Counter events and blockers to close out the game.
Top 8 Red Silvers Rayleigh – Seven07
















The aggressive Red Silvers Rayleigh is a popular choice in tournaments, wanting to go wide on the field and start planning multiple attacks to overwhelm the opposing player. Although it has a great matchup against decks like UP Luffy, Green Zoro, GP Luffy, and RG Smoker, the deck crumbles against Green Bonney.
The plan is to use 4-cost Luffy to cheat out 3-cost Sanji, going wide on the field and forcing the opposing player to go for a more defensive strategy, focusing on removing your Characters over targeting your Leader.
Top 8 UP Luffy – ChessPro
















Top 8 Yellow Enel – jcm1117

















Yellow Enel managed to make it all the way to top 8 in the PPG Regionals! This deck has a good matchup against Green Zoro, RG Smoker, and Red Silvers Rayleigh, but has a rough time against UP Luffy, GP Luffy, and Green Bonney, three of the most-played decks. It’s a crazy achievement making it to the top 8 when the majority of the meta are rough matchups.
Yellow Enel is all about pushing games to the late game, using Leader effect to keep gaining Life cards and shutting down the opponent’s attempt to go for a finisher play. The list has the likes of Kuma, 10-cost Enel, and 10-cost Ace to gain Life cards, helping you protect your Leader and even gain resources.
The longer the game takes, the more likely you’ll win the game, especially once you’ve established your high-cost win conditions to start going for heavy swings.
Top 8 Green Bonney – Paulo

















Top 16 GP Luffy – hunrah
















The Green Purple Luffy becomes more consistent in PRB02 thanks to the 2-cost Nami. The plan is to play Sanji & Pudding on turn 3 and start going for your Leader effect, gaining more Active Don to develop more on the field or go for heavier attacks.
This deck can be aggressive with the help of Luffy-Tarou to cheat out a Character and go wider on the field, and with the 6-cost Luffy’s Rush attack. 6-cost Luffy can go for a second attack, allowing you to aggro down the opposing player to close the game as early as possible.
GP Luffy has been seeing a lot of success with the new PRB02 cards, and although this list doesn’t run it, the Monkey.D.Luffy is a popular inclusion in this list to mess up the opponent’s curve.
Top 16 Black Teach – smoorezzz

















Black Teach makes it into the top 16 at the PPG Regionals, adding the PRB02 Shiryu to its arsenal as a defensive blocker that can KO an opponent’s 4-cost or less Character. Shiryu is a good choice to combat aggressive decks like Red Silvers Rayleigh.
Teach runs Black Vortex for the Green Roronoa Zoro matchup, but he still struggles against decks like GP Luffy and RG Smoker.
Top 32 Blue Doflamingo – Blaze6234
















The Blue Doflamingo used to be a Tier 0 deck, dominating the OPTCG meta until the 4-cost Jinbe got banned, drastically dropping this deck’s capability to aggro down players. PRB02 introduces a new 4-cost Jinbe that Doflamingo can use in its game plan. This Jinbe version, though, is geared toward gaining more cards in your hand to outvalue the opposing player.
Top 32 Yellow Kalgara – Mak11367


















We’ve been seeing a lot of Yellow Kalgara on the SIM and showing up in tournaments, and this time around, this list pushed to the top 32! Yellow JKalgara plays aggressively, sacrificing life cards to cheat out a Shandian Warrior and overwhelming the opposing player.
This play pattern is great to beat UP Luffy, rushing them down before they to establish a board and control your side of the field. Kalgara is also a good choice against decks like GP Luffy, RG Smoker, Black Teach, and Red Shanks.
Top 32 RG Smoker – Seraphim


















RG Smoker gained multiple cards in PRB02, having Koby as early play and 6-cost Law for the mid-game to help you keep control of the board. 6-cost Law alongside Gum Gum Mole Pistole means you get to KO 9,000 Power Characters, an answer for the UP Luffy matchup.
RG Smoker has a close matchup against UP Luffy and GP Luffy, and it crushed Green Bonney, Teach, and Shanks. The Green Zoro and Silvers Rayleigh matchups are its biggest weakness.
GU Zoro & Sanji – Lack
















Interestingly, we saw Green Blue Zoro & Ace in the top 32! The list is geared towards countering Green Roronoa Zoro, having the 4-cost Arlong in the list to shut down Leader Zoro from attacking, basically disrupting the opponent’s whole game plan.
This deck has tons of card draw, and using your Leader effect, you can gain more value as you’re returning a card to your hand to replay or use as a Counter while also re-standing one of your Characters like Cavendish for a second attack and re-active When Attacking effect.
This deck is gaining more cards in OP13 meta, and we’ve see it show up in many tournaments in the East meta.
